California Civil Code section 1954 outlines the rules for a landlord's entry into a tenant's rental unit. It generally requires a landlord to provide at least 24 hours' written notice before entering, except in cases of emergency. The notice must include the date, approximate time, and purpose of the entry. Landlords cannot abuse the right to enter or use it to harass the tenant.
In California, a tenant can't demand a fee to allow a lawful entry. If you give proper notice (typically 24-hour written notice) and enter during normal business hours for repairs/inspection, you have a right of access under Civil Code §1954. Conditioning that access on an access fee is not supported by the statute.
